FileMan feasable for ISP w/7000+ customers?

FileMan feasable for ISP w/7000+ customers?
 I'm the web tech co-ord for an ISP and have been searching around for an easy, web-based, "ftp" type program such like fileman. (So we can just tell novice users "Go to this page, enter your uname and password, and you can upload/downlaod your website")

Can fileman handle this?

Would one of the admins at my ISP be able to import all the users into it?

Any other web-based ideas? (I was hoping to avoid making them download and setup something.) Or any ideas at all?

Seeing that i've run high traffic sites in the past, your only issues would be with your server being able to handle a flat file text database with 7000+ users under it.
Something like that should really be handled via SQL server (hopefully this will push the release of fileman SQL Wink
