run admin.cgi problem again!

When I run http://wilson33.hypermart.net/links/cgi-bin/links/admin/admin.cgi, it occur [404] Error - File Not Found.
When I run http://wilson33.hypermart.net/links/cgi-bin/links/admin/ADMIN.CGI, it occur Error including libraries: Can't locate links.cfg in @INC (@INC contains: /data1/hypermart.net/wilson33/links/cgi-bin/links/admin /usr/local/lib/perl5/i386-bsdos/5.00404 /usr/local/lib/perl5 /usr/local/lib/perl5/site_perl/i386-bsdos /usr/local/lib/perl5/site_perl .) at /data1/hypermart.net/wilson33/links/cgi-bin/links/admin/ADMIN.CGI line 27.
Make sure they exist, permissions are set properly, and paths are set correctly.</noscript>

So that, What can I do?

First of all, if your admin.cgi is all upper-case in the directory, change it to all lower case. Secondly, follow these instructions in admin.cgi:
