I have write the absolute links.cfg path in admin.cfg:
require "/usr/local/etc/httpd/vhtdocs/historik/cgi-bin/admin/links.cfg";
But the problem is not solved.
What did I do wrong and how do I fix it?
Is the absolute path wrong? But my webhoster said no.
Regards from Germany

Good if all fails...contact your HOSTING COMPANY to ask them for server information, like ABSOLUTE PATHS!
