can not build using telnet

can not build using telnet
once again i moved to a new linux server. i wish i listened to eliot in the first place ( raq sucks)
anyway i'm able to build using the browser but not thru telnet i'm getting this error
unable to open count file /admin/data/hits/index.count Reason: Permission denied
i tried to chmod it to 777 or 666 but could not :
chmod failed, it may not be suported on a remote host
anyway to fix this?

you got it working on a raq 3 thru http ? well mine is working thru Telnet but not http

i no longer using raq, i moved to a linux server. i can help you with raq though.
the instruction is posted in the help menue. do everything except the first step if you are using raq3.

i solved my problem, it turned out i only can build from the root.
is this normal? i was able to build with my virtual host without having access to the root
with raq id id not need root to build

In terms of Linux...yes. In terms of UNIX servers, no. In terms of NT, of course not...you cannot use telnet (well, you could, but there are extremely dangerous security issues with this).
