Hi folks,
The docs state:
chmod 666 (-rw-rw-rw-) on all your template files (if using the online editor).

Can I take this to mean that if I am NOT using the online editor I can set the templates permissions to 644?

You need to set your template files to 666 since you are using an off-line editor.
