I downloaded and unzipped and went into the readme file. Went through all the changes, uploaded, set permission, etc. But when I go to admin/admin.cgi to begin online it will only load to 39% of the page, everytime. I tried with Links 1.11, too, thinking with a lower verison it might not have the same e-mail set up, since the server I'm using doesn't have any e-mail service at the moment. it did have different variables, but the same problem still happens. Anything anyone can suggest would be most helpful.

That is quite odd. Sounds like a server problem to me...contact your hosting company.
