I have recently moved my Links directory to a new server and seem to have all the bugs worked out except for this:

Although pages build quickly and the admin panel is very fast, there is a 2-3 second delay when ever any link is clicked on in the static html pages. The server itself is very fast and it's not a traffic problem.

Any ideas? Thanks!

yahoo! figured it out. It was looking for the links.css file, which was in the wrong folder.
