cgi error when rebuilding

I had a dozen categories and 6 listings created (fictitious) just to experiment while setting up. I have gone in and deleted all the listings, and deleted all the categories to get a fresh start.

I've created 6 new categories, and clicked on rebuild to see how it looks so far. I get the following:

CGI ERROR

Error Message : Error building! Links database is 0 bytes!

What have I done wrong??

It seems you have added categories, but no links to your database. Add a link first and rebuild.
