What is the difference between:

Top 10 Resources (by Rating) -- with at least 10 votes

and

Top 10 Resources (by Votes) -- with at least 10 votes


Does "(by Rating)" represent the quantity of votes? Which would mean that "(by Votes)" represents the value of the votes?

Votes = Total number of VOTES per Link.
Rating = Total number of Rating per Link.

Ratings for links is configured by a percentage times the total number of votes received for that link.
