Right now my search page is nearly finish. My problem is my 2nd level sub categories doesn't have a menu and I want to add some. Is category.html is the right file to edit?

I want to put the usual links menu :
ADD| What's New |Cool sites| .....
I already added this menu to search results, cool sites, top sites, whats news file and I don't know why this same menu won't appear on the maincategory/sub1/sub2 ? what file should I edit?
