I changed cgi-script to protect spam submission, but after I did it, I could not access to add.cgi page. So I changed back all the things that i did to the original script. But I still get the same messeage.

"You don't have permission to access /cgi-bin/links/add.cgi on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request."

Please advise what to do.

I expect this error is nothing to do with that. You either don't have permission to use cgi/perl scripts in that directory or there is a .htaccess file in there.
