I've done the search and have found nothing on this subject.

Is there a mod or a way to configure the add.cgi script so that a non-admin user can suggest a NEW CATEGORY? It would be just like the 'Add A SITE' feature, but 'ADD A CATEGORY' instead.

But...I can't find that Mod anywhere. Can you give me a URL or a hint as to where it might be located?

I do believe that someone wrote a mod for this. Basically, it adds a field to the add.cgi file and then when the person submits the link, the Suggested Category is added in the email message sent to the Administrator.

In terms of automatically adding the Suggested Category, this would be problematic since you would have to add information like description, META Description, META Keywords, and header and footer files.

But I do believe someone wrote a mod that adds a field to the email message.
