How can I use non English letters for directories names? For example Russian or Chineese? If I try it says illegal characters.

Thank you, I had found there only a suggestion of installation on any language, (korean in example) but I need just and advise or part of perl code, can you or anyone show where such a thing there or somwhere else somethnig like that?
