The url database should be in the same directory as your other database files, like categories.db and links.db.
Change the permission of the url.db to the following:
666 (rw-rw-rw)
In FTP,
Make sure the following users have these permissions:
Owner: Read, Write (rw)
Group: Read, Write (rw)
Everyone: Read, Write (rw)
In Telnet,
Make sure that you type this command line in the directory where the url.db file is located:
chmod 666 url.db
