I am interested to know how to create a new file (for example: file.new) after validating the new links in the database.

The new file must have the next type of structure:

<TITLE>Description of new link 1</TITLE>

</ITEM>
<ITEM ID=13586>
<TITLE>Japonski bobtail in Ragdoll</TITLE>

<ITEM ID=13585>
<TITLE>Oglasnik plovil</TITLE>
<URL>http://plovila.n3.net</URL>
</ITEM>
<ITEM ID=13578>
<TITLE>Slašèice Hvastija</TITLE>
<URL>http://www.hvastija.si</URL>
</ITEM>
</DOTSI>

After adding new links, the file created (file.new) must have this data (links) until the next time when the new links will be added.
