Is there a security feature relating 'links' to 'users' in Links SQL that allows me to limit which users (or groups of users) can view which categories - so that when they navigate categories, they only see the categories they have access?

Currently there isn't.
I am sure this could be achieved when the Links installation is set in the 'Dynamic Directory' mode, and a few mods are made.
For example:
You could add a 'Permissions' column to the User table, and add conditional tags to the category template which will show different content (or re-direct the user) depending on their permissions. I don't think it would be that difficult to set up.
