I am starting a new project with Links 3 and need to find out if there is any way internally to generate reports based on specific time periods. i.e. run a report from Date A to Date B which shows all the users who wrote a review and which link they wrote it for. ??

It would be possible, but you would have to have something custom written to do that for you.
