in links2 if delete a modified link it stays in data . it's just do not get modified.

Deletes are deleted.
If you have generated "detailed" pages, those are not deleted, but they are not linked to by anything after the next build.

i do not think i expalined myself :
if a user modified his link using modify.cgi then the link goes to me to be validated. alot of times
a user try to list his site under a popular category which he realy does not belong to so i want
to keep the link under the same old category. if i choose delete then validate will the link be removed from the data? in links2 it stays in the data but it's not modified.

I just tried that out today. If a user sends in a modification for you to review, and you are in the admin area and you choose to validate changes, but you disagree with the changes and so you hit delete, it does not delete the link, but instead does not modify it.
That's if I 'm understanding your question correctly.
