Where do I look to find the code that prints out <%link_results%> on the ratings page?

I want to change the table layout.

<%link_results%> is not used on the ratings page- it is used on New and Cool...

Assuming you meant to change the layout of how the top rated links are returned, they are created and layed out in sub build_rating in Build.pm. Look for the lines that start $top_votes .= and $top_rated ....
