for Links 2.0 exists a mod for rating from outside pages called "rate remote".

You can provide users with pages with a little table which they put on their pages and their visitors can rate this page from there.

Is there a similar thing in LSQL or how could I do this function?

You should just be able to modify the form in the rate.html template.
