Hi,

In my site, the links are new when they are less than 14 days old.

Since I send the newsletter once a week, some links are repeated.

How can do to keep this config: setup > build_new_cutoff = 14 days

but to send the newsletter with only links 7 days old.

It wouldn't be possible without a custom code change. Look at Links/MassMailer.pm around line 730.
