If the admin or editor adds new additions, provided a
valid email address for the the link is added does
a notification of the addition to the database get sent.

If not is there a setting to enable this.

Yes I have those set Alex ... but what I was wondering was
if I add a link and include the email address of the site added will they get a notification that the link has been added.

If you mean from the admin "console", then no, this is not built-in feature, which it should be, many users even Links 2.0 users have requested this many times.

The problem is that the database structure and add link forms do not lend themselves to easily add a user in the USER table and then add a link in the LINKS table.
