Is it possible to add an option to a user sign up form to allow the user to choose to receive emails or not to receive emails. I don't mean the user validate email, I mean just general mails sent to all users.

Also is it possible to provide an option to the user to change this email setting at a later date, preferably by clicking on a text link.
