Hi there, please feel free to try this out and give me feedback. Intended for developers, the purposes of this plugin is to allow the addition of hooks to have a similar interface to globals so that it won't always be necessary to create a new plugin to install a new hook.

There are some issues with this plugin and mod_perl due to how it functions (If you use this plugin on a mod_perl system, you'll have to restart the server with every change of the plugin so that hooks are properly setup/removed)
