I suggest scrapping the current RE: and <C> system. It seems to not work and could probably be improved.
What's broken and seems to have been broken since at least 1.1.1 is that material included after a RE: or especially <C> is often ignored. If the user doesn't preview their post, they don't realize this and then end up wondering where the heck the post they wrote went to.
