I am looking for a registration script that can do the following step (Linux Platform);

1) Accept and check user's input
2) mkdir /home/username and all other directories if username non-exist, and chomd
3) useradd to group
4) append info onto httpd.conf
5) create db.domain.com on BIND dir
6) kill -HUP XXX
7) restart server

Can i find the free one, or who can code it for me at competitive price?

Check out http://www.solutionscripts.com for HomeFree (website community script). It's not free, but there is no way you would get a script like the one you want for free.
