Web-Based Text/HTML Editor
I need a web-based text/html editor that can edit ANY tags (e.g., #,@,?,<!--blah-->, etc.). There a few at cgi-resources, but they seem unable to edit the above tags. Does anybody know of some good resources [that also won't destroy my files]?

i need something that will scan all files in a directory and edit/replace in one operation. i'm not looking for something that allow editing of one file at a time.

There is not one available. You'd have to take one of the better Web Editors and tweak it a lot to do this.

Have you tried Cute HTML, available for free at http://www.cuteftp.com/download/download.html ? It is a text-based editor, but allows for you to pull up as many files at once as you like, and then do a global edit throughout them. It won't pick stuff off the Web--it requires that you have copies of the files on your hard drive, and then upload the modified versions after you finish editing--but it may be a help.
