These days it's advisable not to use them - but do use the alternatives given in the link by Paul. These are far more secure and use updated technolgies such as CGI.pm instead of the now obsolete cgi-lib.pl.

Matt's Archive did revolutionize the web and free scripting etc. in his days, yes. But I'm afraid his days are long gone, and he himself has long gone off to University too.
