I've installed soap::lite and use it with my MovableType weblogs, and for some experiments with amazon's and google apis. I have used any .Net tools though.

I know www.wsindex.org offers a soap web service with their Links SQL-based directory.

I am not sure how big SOAP will become, but it (or perhaps more other parts of the XML-family) seems to bring about lots of new possibilities. The fact that many web services wouldn't ever need SOAP is another matter (SOAP vs REST).

I'm quite interested with the possibilty of using SOAP on cgi applications to expose the interface to a .net app that runs on the client computer.

I have a hunch SOAP will become popular enough, since it has the backing of corporations like Microsoft Wink
