There are already search engines out there that are content rich and are maintained by real people (what a concept). Some of these are:
About.com (formerly the Miningco)

WWW Virtual Library
www.vlib.org
(which I am member of and has its own meta search engine.)
There are also an increasing number of connected meta networks of specialized resources, like the
OCLC - CORC project

There are also reference sites on the Web that offer updated references, articles, etc., like the following:

Internet Public Library
http://www.ipl.org/
It would be a very ambitious task to work on something that is unique and is not offered anywhere else on the Net.
