There is a program called hamweather

It has loads of city/state information. It's a shareware/open source "odd" license with free/commercial provisions.
*BUT* if you are not reselling the data, and just using it on your own system, there is nothing that prevents you from downloading the program and using the data files. There is an SQL version, which I think has this data in sql format already.
It's a great program for adding weather to your site, and we've been running various versions for years.
