Of course this is possible!

In the plugin options, set "poll_write_permissions" and "poll_edit_permissions" to 6.

For the record: those options, and the "poll_vote_permission" option can take the following values
* banned = -1
* none = 0
* view forum = 1
* view list of posts = 2
* read posts = 3
* reply to posts = 4
* post messages = 5
* moderators = 6
anything more than 6 is for administrators only.
