Leads are getting into Message Cycle #2 when we have set up Message Cycle #0 and Message Cycle #1, why are these leads getting into Message Cycle #2? They were added to Message Cycle #1 and went to #2 re-sending Message #1.

It Looks that message cycles of the Leads area is not coordinated with the messages cycles of the Message Control area, so when we added the lead with the Message Cycle #1, it arrived to Leads area with #1 but able to move to #2 the next day, when there is not a Message Cycle #2 in the Message Control Area.
