Can someone give me a brief rundown on how the POPULAR feature works? When is a link tagged as popular, etc.?

You set the parameters in the Links.pm file. You can do it by sheer number (ie: Top 10 or 20) or by a percentage (.03).
It's actually flagged as popular when the category stats are calculated, but that is probably going to change since that process is being eliminated.
