Hello,
does DMOZ DB contains the data about link owners and their emails? In our import there is none. Then it's a bit difficult to send the emails to link owners

Or crawler should do it?

There is no information about link's owners in DMOZ database, because it's only web-directory, and there are no any users tied with it (no users -> no users, which could be owners...).
