It seems that u would want to use GM on third party domains and would want a restriction on the number of accounts permitted for that domain. Other than this i can see no reason why you would want to limit the number of signups on any given domain. You would have to have a custom "Paid" plugin developed for this purpose.

On the plugin front, Charlie is quite conversant with the GM and i am sure he can do it for you as a custom "Paid" plugin. GT could also be contacted for such a custom work.
