That is the error that occurs if the file is read only !

Check the file properties read-only check box is unchecked.

See the attached image . This was a capture done in Win XP, so it will look a little different in Win 98 etc.

In the image you will see a check box for read-only attribute , make sure this is empty. Click Apply .
