Yeah you don't want to hand out Admin powers, but the good news is you don't have to.
This will probably be improved in 2.0.0, but for now moderators must be added to individual forums from within the category/forum section.
For forums you've already created, go to admin, list forums, and select modify. You'll see a form section for "Subscribers" and "Moderators". Enter the user names of the moderators you want to add, 1 per line.
At this time we cannot add moderators by category.
