List that can be edited by admin, lister and automation

Private communication system that allows a listed party to contact a lister, the server to contact both, the server and admin to contact all registered listers and all parties envolved in an arbitration to communicate.

Registration for listers *maybe with Digital Signature

Registration for the listed *for communications and interaction with listers and third party arbitration judges.

Registered lister:
Must OWN the mail server which was potentially spammed
Must accept full responsibility for their listing
Must accept arbitration if negotiation breaks down in X days from challenge
Must accept financial responsibility if arbitration is lost for arbitration judge
Must have exact information relative to the BENEFITTING domian from the listed spam
Must post all information with listing relative to the spam
Must be the registrant, admin and/or billing contact on the domain "whois"
Must be an email account on the domain owned (spammed domain)

Registered Listed:
Must be the registrant, admin and/or billing contact on the listed domain
Must accept arbitration if negotiation breaks down in X days from challenge
Must accept financial responsibility if arbitration is lost for arbitration judge
Must be using an email account on the domain listed (benefitting domain)
