Have you tried the include tags in your category templates?

There is a nice walkthrough on adding images to your categories also....

Example:

<%-- This is only useful if you have added an Image column to your category table --%>

Or using the custom fields in the database for each category?

Example: each category has a "header", "footer" and a "category_template" field, where you can specify specific content.
