See if anyone can figure this one out. When I enable .dot directories and you write a .htaccess file to one of them you it won't show you the users added or allow you the option to remove users because it doesn't find the .htpasswd file in the directory> Yet you can still add new users to the .htpasswd file with no problems. Any ideas where to look for this bug.
