How can I password protect running Netscape Enterprise Server on an NT Server?

How can I password protect running Netscape Enterprise Server on an NT Server?
I recognize that the multi-user has password protection built in, but is there a way to password protect access to Fileman itself (i.e., require a password to run it) in the single-user version? I am using Netscape Enterprise Server, Fileman, running on an NT Server.

Use .nsconfig file to protect your directories. Or contact your server administrator for suggestions.

Is there any chance to use this feature with IIS 5 (w2000 adv server) ?
