I use Xitami and this configuration, is bad bad, bad, but what is bad? I'm disesperated

How I can change to 777, in localhost mode ?

The problem no is in my hosting company, and I changed via FTP the permissions.
The problem is in my local hard disk, I use xitami, perl5 and links 2.0, very well, but a few weeks ago, i have a little changes at the program links or xitami, and now is impossible I can´t run good.

I probe via ftp to mi localhost for changed permissions, in xitami, parameters I access only to directory of ftp, but now in the rest of local disk...yes yes is very softly but I no can have.

But I think the problem is in the paths or url of file links.cfg , but how you see is good no?

Exist another form or programs to run links offline ? I think the personal web server of microsoft ?
