You need to make sure that your links.db is set to the following:

USER: Read, Write
IWAM_MACHINE: Read, Write
IUSR_MACHINE: Read, Write
Admin: Read, Write, Execute, Delete, Modify (full control)

Also, make sure that your DATA directory and sub-folders are all set to READ, WRITE, DELETE, EXECUTE.

If you are unable to change file and directory permissions, then ask your hosting company for assistance.
