Make sure they exist, permissions are set properly, and paths are set correctly.

...$build_root_path seems to be the problem point, but it looks right...

Anyone have any ideas here? And, I assumed the pages links.css and background.gif needed to be uploaded in binary (though I tried ascii on both without any change in error).
