The last line in the update.txt file states:

"You will need to add a link to the email update script somewhere in your toolbar: http://yoursite.com/cgi-bin/subscribe.cgi."

Not sure what it is asking me to do. Does it want me to add a link in the admin toolbar to the subscribe.cgi script?

No, it is telling you that if you want users to be able to subscribe to your newsletter, then you need to add a link in your site menu to point to that script. Just like you do it for add, modify, random link, etc.
