Ok,
I have read through the hundreds of posts asking seemingly the same question so I uploaded all of the files in ASCII mode once again; several of them gave me "bare line feed" warnings upon transfer in ASCII mode. My path to perl is correct; the same I am using for all of my other working Perl5 scripts. When I access from the browser I get the following errors.
"Error including libraries: syntax error at /usr/local/etc/httpd/htdocs/fashiondig/cgi-bin/links/admin/links.cfg line 177, near "my @months = qw!Jan Fe"
(Might be a runaway multi-line FF string starting on line 136)
syntax error at /usr/local/etc/httpd/htdocs/fashiondig/cgi-bin/links/admin/links.cfg line 149, near ";
}"
Make sure they exist, permissions are set properly, and paths are set correctly."
