Some things that will help you in your install. First off running telnet and perl from the command line on admin.cgi.
The .pl files should be 666 and the paths are probably where the problems are, or stupid things like a typo in your path. To see if you have a problem like CRs is go into vi and look at the file if you have a black square after a line you have a CR.

Going through those 3 or 4 paths to the .pl includes will most likely fix your mistakes, and reading the perl output when you run the file from the command line will point almost directly to the problem.
