Once clicked, my links do NOT open to the site, and instead open a
"download jump.cgi from www.*****.com" and prompts to Save to disk or open from current location.

If you open it, it says: Error: Can't find link id: 3

I am new to cgi, and really appreciate any help... Here is the site:

Needed to change permissions on "data" to 777.
