when i run the admin.cgi, i just see three frames, but in the frames , i cannot see anything, why?

I would say that the javascript you added to admin_html.pl is messing with the frames. You do not need it since only you see the admin page. There is no sense putting a banner there. I would take the javascript code out.
As a rule of thumb, whenever something happens that shouldn't happen, always look to the modifications you have made for the source of the problem. 9 times out of 10, that is where the problem will be.
